지난 1일 美 하원에서 발의한 북한의 테러지원국 재지정 법안에 한국의 네티즌 단체가 법안 통과를 촉구하는 서한을 보냈다.

 인터넷에서 대한민국을 위해하는 종북·친북세력들과 허위사실을 유포해 국가 혼란을 야기하는 세력을 척결하기 위해 나선 네티즌 단체로 알려진 ‘사이버안보감시단 블루아이즈’(이하 블루아이즈, http://cafe.naver.com/iblueeyes/2)는 11일 미연방 상․하 의원 전체에게 법안의 지지 및 통과를 촉구하는 e-mail 서한을 보냈다고 밝혔다.
 블루아이즈가 보낸 서한은 “최근 북한의 무력테러인 "천안함피격사건" "연평도도발사건" 등에 있어 한미동맹의 기치 아래 우방인 대한민국에 보여준 깊은 신뢰와 지지에 대해서도 깊은 감사를 드리며  그 고마움를 잊지 않고 있는 국민들이 대 다수임이라는 것을 알려드리고 싶다”는 감사의 말로 시작하고 있다.

 특히, 서한에서 이들은 “북한은 국제사회의 인도적인 지원품조차 북한정권과 고위층을 위하여 물자를 빼돌리고 있다. 최근에 북한에서 탈출한 탈북자들의 조사에서도 주민들은 국제사회의 구호품이 온 것조차 75프로 이상이 모르고 있었으며 25프로도 국제사회의 감시원이 있을때 만 구호품을 전달하고 후에 이를 회수하거나 일부를 빼앗는 경우가 사실로 나타나고 있다”며 “이렇게 북한은 허위와 기만 등으로 일관되게 행동해 왔음을 그 동안의 사례를 보면 충분하게 인식 할 수 있다”고 지적하면서 “미국 의회에서 추진되고 있는 ‘북한 테러지원국’ 지정에 대해서 의원님들의 절대적인 지지와 협조를 부탁드린다”고 당부했다.

 아울러, 서한은 “북한의 ‘테러지원국’ 지정을 통해 북한에 대해서 앞으로 진정성 없이 기만전술로 더 이상 나오지 못 하도록 국제사회의 선도적인 역할을 하는 미국정부가 강력한 메세지를 전달해 주셔야 한다”고 촉구했다.

 또한, 서한은 “이러한 과정을 통해서 더 이상 북한의 ‘벼랑끝전술’ 통하지 않도록 느끼게 해 주어야 하며 이는 곧 김정일 정권이 진정성 있는 자세를 가지고 대화에 나오게  될 것이며 결과적으로 박해에 시달리는 북한주민들을 진정으로 돕는 계기가 될 것”이라고 덧붙였다.

 한편, 미 하원에서는 지난 1일 북한을 테러지원국으로 재지정하고 미국과 북한 간 외교 관계 수립 제한을 규정한 ‘2011 북한 재제와 외교적 승인 금지 법안’을 일레나 로스-레티넌(공화, 플로리다) 하원 외교위원장이 대표 발의하고 민주, 공화 양당 의원이 공동 발의했으며, 오는 14일 외교위 전체회의에 상정해 표결 처리할 예정이다.

 이 북한 테러지원국 재지정법안의 하원 본회의 통과는 무난할 것으로 예상되지만, 상원 통과가 불확실한 데다 주무 부서인 국무부도 특정 국가를 테러지원국으로 지정하려면 구체적 법적 기준이 충족돼야 한다며 신중한 입장을 보이고 있는 상황이다.

 Dear honorable Senator,

 Than you, President Obama, the United Stats Government, the Two Houses, and American citizens for your contributing to the universal human rights and peace of the world in the name of democracy.

 We are 'Cyber Security Guard (http://cafe.naver.com/iblueeyes)' which is a civic body of the Republic of Korea to make efforts for human rights of the North Korean people under the Constitution of the Republic of Korea and the liberal democracy.

 We well know that the sacrifice of the precious American youth brought our country, the Republic of Korea, the miracle of 'the 7th world export and trading country, the 10the economical country and U$20,000 of per capita national income' from the wasteland of the Korean War. 

 Also, there were some North Korean attacks, such as Chonan Sinking, Attack to Yeonpyeong-do, etc, recently, and thank you very much again for your deep concern and support shown to your ally, the Republic of Korea, under the banner of alliance between Korea and the United States and would like to let you know that most of Korean people won't forget your support.

 North Korea is threatening the world peace and safety, such as development of nuclear weapon, drug making and export, dollar forging, production and export of mass destroying weapons, etc, while North Korean people is suffering from starving and the desolate atmosphere without minimum human rights, as you know well.   

 The North Korean government and high-ranking officials are pocketing humane aid of the international society. Recently, 75% of the North Korean defectors told that they did not know even there were such an aid, and the rest 25% revealed that aided supplies were delivered in front of the international inspectors but were removed later when they left. Like this, it is sufficient enough to assume that North Korea has been lying and cheating.

 In the Republic of Korea, lots of people are making efforts for establishment of 'Human Rights Law of North Korea' which is being driven by some member of the National Assembly.

 We would like to have absolute support and cooperation of you two Houses in designating 'North Korea' as 'Terror Supporter' which is being steering in the U.S. Congress at the present.

 We should like you the U.S. government, which is a leader of  the international society, to send a strong message through such a designation of 'Terror Supporter' of North Korea so that they may not  betray or lie any more.

 We'd rather make North Korea give up its 'Cliffhanger Strategy' and this will lead the North Korea government to coming out to conversation without false. We ensure that consequently it will provide an opportunity to help the North Korean people, who are suffering from such a persecution.
